REGULATIONS
of the International Contest of Young Pop Singers "New Wave-2009"

• Competition organizer

The organizer of the International Contest of Young Pop Singers "New Wave-2009" (hereinafter referred to as the Competition) is "ARS" holding company (hereinafter referred to as the Organizer).

• General Provisions

1. The Organizer has the exclusive rights to use the brand - International Contest of Young Pop Singers "New Wave"

2. The Organizer is the owner of all the materials created and developed during the Contest and before it.

3. The Organizer of the Contest has a right to make a final decision if any arguments arise.

4. The Organizing committee of the Contest, hereinafter referred to as the Organizing Committee, is responsible for the organisation, preparation and carrying out of the Contest.

5. The Contest is carried out according to the program, defined by the Organizing Committee.

6. The Organizing Committee decides who is to participate in the Competition.

7. The Organizing Committee can dismiss a singer from the Competition if the information stated in his questionnaire is false.

• Terms of participation

1. Talented young singers aged between 16 and 30 are invited to take part in the Contest, notwithstanding their musical genre and cast:

• solo;
• duet;
• ensemble, band.

2. To take part in the Contest all participants need to go through the registration procedure and produce the following documents to the Organizing Committee:

• A completed registration form* (Attachment 1), with the specification of the number of performers (there must be one questionnaire from a band or a performer);
• 3-4 photos (10x15 sm), full-length;
• The music on MC or CD audio carrier or VHS or DVD video carrier, i.e. 3-4 songs (1 or 2 of them must be in English) in the following categories:

• world hit;
• country hit;
• original song.

The Organizing Committee does not review the sent phonograms nor does it return them.

• The Competition structure, program, dates and location

The International Contest of Young Pop Singers "New Wave-2009" consists of three rounds.

Round 1 - Audition. (based on the phonograms sent to the Organizing Committee).
Dates: from 01 October 2008 to 08 March 2009.

Location: Russia, Moscow.

As a result of Round 1, the best performers will be invited to participate in the Semi-final of the Competition.
In this case, a representative of the Organizing Committee will get in touch with the participant and after the repertoire of the competition is fixed, the participation in the semi-final will be confirmed in writing.

Round 2 - Semifinal.

Dates: March 2009.

Location: Russia, Moscow, entertaining complex.

The candidates are to sing two compositions in the Semi-final:
• optional;
• world hit in English.

The jury of the Semifinal will select 16 candidates for the Final of the competition.

Round 3 - Final.

Dates: 28 July - 02 August 2009.

Location: Latvia, Jurmala, "Dzintari" concert hall.

The Final lasts 6 days:

July, 28 - The opening ceremony of the VIII International contest of young pop singers "New Wave 2009".

July, 29 - August, 01 - 3 days of the contest
July, 02 - Awarding ceremony. Final gala-concert.

• Use of phonogram, cast, rehearsals

1. From the second round all candidates sing phonogram "-1" compositions (on CD or MD carriers).

2. The recording of back vocal is allowed unless the main voice (melody line) is duplicated.

3. If contestants invite back-vocalists, the use of additional back vocal in the phonogram is forbidden.

4. The timekeeping of each song must not exceed the limit of three minutes.

5. During the performance at the semi-final and the final, the number of artists on the stage must not exceed the total of six people, including the very performer, an accompanying band, back-vocal and ballet.

6. The rehearsals of the finalists start 10-12 days before the beginning of the Competition in Jurmala. The date of departure is to be confirmed by the Organizing Committee.

• The work of the jury at the Contest

1. The second round (Semifinal) of the Contest is evaluated by the jury presided by I.Krutoy.

2. The third round (Final) of the Contest is evaluated by the international jury, which consists of international music producers, representatives of foreign musicians, popular Russian and foreign singers.

3. The members of the jury use ten-mark system of open voting, which entirely conforms to the criteria of International competitions.
4. The marks of the jury are registered in the minutes.

5. The decision of the jury can not be revised.

• Awards. Prize fund

The winners of the Contest are classified in the following way:

1-st place - the winner diploma and a bonus of 70 000 $

2-nd place - the winner diploma and a bonus of 40 000 $

3-rd place - the winner diploma and a bonus of 30 000 $

People's Choice Award is the winner diploma and a prize from the company "Smolensk Diamonds". The winner will become known as a result of the voting in the "Dzintari" concert hall, SMS-voting, and also on the votes of radio audience and TV viewers who use interactive regime of the Competition web-site.
Other participants of the Contest will receive memorable diplomas and prizes.

• Additional information

1. The Organizing Committee does not take any responsibility for covering accommodation and transfer expenses during the second round of the Contest (Semi-final) in Moscow. However, the Committee gives necessary assistance in granting documents, and in getting visas.

2. As for the third round of the Contest (Final in Jurmala, Latvia), the Organizing Committee pays for performers and one accompanying person in the following categories:

• two-way tickets;
• transfer;
• accomodation;
• three times meal.

In case of necessity the Organizing Committee can assist in getting a visa (letters, invitations).
